The Ship Research Institute has traditionally
made efforts such as implementing reviews
on all aspects of our operation by a Council
formed from external specialists, and evaluating
the formulation of research plans and research
tasks by an internal Evaluation Committee.
Now, we have produced a Ship Research Institute Research and Development
Evaluation Manual that sets out concrete methods of implementing
evaluation. This will enable us to carry
out rigorous evaluation of the research and
development tasks implemented at this Institute,
in line with the "Basic Guidelines on
Methods of Implementing Standard Evaluation
of all Government Research and Development"
(decided by the Prime Minister in August
1997; referred to below as "Basic Guidelines").
In future, on the basis of this Manual, we
will receive evaluation by external experts
on the research tasks undertaken by this
Institute. The evaluation will then be reflected
in our research activities and disclosed
to the public in an easily understandable
form.
